The Center on Budget and Policies Priorities meanwhile says "An income tax surcharge targeted to high-income taxpayers will likely have less negative impact on economic growth than cuts in state programs, and less negative impact than a tax increase (read FEE and property taxes increases!) on low and middle-income taxpayers."
